Judge Howard is an administrative law judge with the D.C. Office of Administrative Hearings ("OAH"), the District's Central Panel which independently hears contested trial and appellate-type administrative cases for over fifty different agencies, boards, and commissions.  Prior to his appointment to OAH, he was a judge with the D.C. Commission on Human Rights, an administrative trial court with jurisdiction over discrimination matters in the areas of employment, housing, education, and public accommodations. Prior to judicial service Judge Howard practiced in the Washington, D.C. Office of a large corporate law firm and was a trial attorney in private practice in Houston, Texas. He clerked for the Hon. David C. Simmons (Ret.), Chief Judge of the D.C. Human Rights Commission, and for the Hon. Alexander Williams, Jr. (Ret.) of the U.S. District Court for the District of Maryland.

Judge Howard is a graduate of Howard University, where he served on the Board of Trustees, and Georgetown Law. He is a member of the Washington Bar Association Judicial Council, where he also serves as Co-Chair for the Summer Judicial Intern Program. Judge Howard is also a member of the National Association of the Administrative Law Judiciary and the D.C. Association of the Administrative Law Judiciary, where he serves as President.  He is a Fellow of the American Bar Foundation.
