B.A., New York University; M.A., Fulbright Scholar, Ludwig-Maximilian Universitat; J.D., Dean's Fellow, American University; LL.M., Columbia. Professor Cerna is the Principal Human Rights Specialist at the Inter-American Commission on Human Rights, Organization of American States in Washington, D.C. She has served as a Fulbright Fellow, conducting research at the European Court of Human Rights, and has published numerous articles on international human rights law. Professor Cerna was a visiting fellow at St. Antony's College, Oxford University, and plays an active role within the American Society of International Law and the International Law Association. She has previously taught courses in international human rights law as an Adjunct for George Washington University and Penn State University.
